Regular review and adjustment: Major reviews of strategies and action plans are conducted every five years, and strategies are adjusted based on actual conditions and new challenges. For instance, in 2023, the first five-year review of the strategy formulated in 2019 was carried out ahead of schedule.
Improve the regulatory system: Conduct comprehensive supervision from multiple aspects such as productivity, safety, security and sustainability, create a fair competitive environment, safeguard the rights and interests of all parties and encourage innovative development.
Green and sustainable development
Set decarbonization goals and paths: Drawing on international experience, set medium-term goals and paths for the decarbonization of freight transportation to promote the industry to reduce carbon emissions.
Incentivizing low-emission transportation: In short-distance freight transportation, the government boosts the demand for zero-emission trucks and expands their market share by taking the lead in using zero-emission vehicles in public projects and providing tax credits and other incentive measures. Support freight bicycles to complete "last-mile delivery". In long-distance freight transportation, it is necessary to analyze cost-effectiveness to determine the best decarbonization mix, enhance railway connectivity, build multimodal transport projects, and assess the potential for biofuel substitution, etc.

Establishing a data hub: The federal government is committed to establishing a national freight data hub, which is responsible for data collection, protection, dissemination and hosting, providing data support for freight planning and operational decisions.

Every year, the government reports to the Transport and Infrastructure Committee on the implementation progress of strategies and action plans, including performance results and industry feedback, so as to discuss issues and adjust strategies in a timely manner.
